Should the Township Committee of the Township of Ocean pursue and complete a redevelopment plan for the property located within and adjacent to Block 41 as shown on the Official Tax Maps of the Township of Ocean, which redevelopment plan would include commercial, recreational, and other public and private facilities, in accordance with all applicable regulations of the New Jersey Pinelands Commission and the New Jersey Department of Environmental Protection and Energy [sic.].
