Effective January 1, 2023, the New Jersey Department of Environmental Protection (NJDEP) issued a series of new requirements under the MS4 stormwater program. A major change to note in this new permit is that municipalities previously classified as Tier B are now classified as Tier A. Additionally, municipalities are required to submit a Watershed Improvement Plan (WIP). For more information from the DEP about MS4 requirements, visit this link.

In addition to the other components of MS4, to meet expectations for stormwater management, NJ municipalities are required to author, submit, and publish the following materials to the NJDEP and make them available to the public.
- Stormwater Pollution Prevention Plan
- Municipal Stormwater Management Plan
- Stormwater Control Ordinance
- Pet Waste Ordinance
- Wildlife Feeding Ordinance
- Litter Control Ordinance
- Improper Disposal of Waste Ordinance
- Containerized Yard Waste Ordinance
- Private Storm Drain Inlet Retrofitting Ordinance
- Illicit Connection Ordinance
Additionally, each town submits an annual report and supplemental materials to the NJDEP.
These documents, however, are often difficult to locate online.
